Regulations on the Attendance Management of International Students at Zhongnan University of Economics and Law

Chapter I   General Provisions

Article 1 :  In order to urge international students to participate in various teaching activities, cultural exchanges, and sports activities stipulated by the university on time, maintain the normal teaching order of the university, and promote the effective organization and standardized operation of international student management work, these regulations are formulated in accordance with the 'Measures for the Recruitment and Cultivation of International Students' (Decree No. 42 of the Ministry of Education, Ministry of Foreign Affairs, and Ministry of Public Security) and the 'Measures for the Recruitment and Cultivation of International Students at Zhongnan University of Economics and Law' (ZNUEL Policy Document [2018] No. 56), combined with the actual situation of our university.

Article 2 :  These regulations apply to enrolled international students of our university.


Chapter II   Attendance Management

Article 3 :  The attendance management of international students includes:

(1)Teaching attendance: Attendance is required for all teaching activities stipulated in the university's teaching plan, such as lectures (including lectures, discussion sessions, problem-solving sessions, review sessions, training sessions), experiments, exams, quizzes, tests, internships, apprenticeships, teaching visits, cultural classes, social surveys, and other forms of educational activities.

(2)Management attendance: Attendance is required for all management and educational activities required by the university or the International Education College, such as registration, fingerprint punching, legal and regulatory education, safety education, international student management meetings, university sports meetings, cultural experiences, cultural exchanges, and other activities.

Article 4 :  The teaching attendance of international students is conducted by the teachers in class, and the attendance results are reported to the International Student Recruitment and Cultivation Office of the International Education College.

Article 5 :  The attendance of off-campus teaching activities such as internships, apprenticeships, teaching visits, and social surveys for international students is managed by the leading teachers, and the attendance records should be reported to the International Student Affairs Office of the International Education College after the activities.

Article 6 :  The attendance of international students during course exams and quizzes is managed by the invigilators and recorded on the examination records.

Article 7 :  The attendance of educational management activities for international students is managed by the International Student Affairs Office during the activities.

Article 8 :  Teachers and administrators must strictly require international students to comply with attendance discipline. For students who are late, leave early, or absent without permission, in addition to recording their attendance, they should also be criticized and educated.

Article 9 :  The International Student Affairs Office of the International Education College is responsible for summarizing the attendance of international students and criticizing, educating, and dealing with corresponding international students based on the attendance results.


Chapter III   Leave and Return Management

Article 10 :  For all activities with attendance requirements, if international students cannot participate on time, they must apply for leave in advance.

Article 11 :  At the beginning of each semester, international students must register at the International Education College within the specified time. International students must sign in at the International Student Affairs Office within the specified time each month. Those who cannot register or sign in on time due to special reasons must apply for leave in advance.

Article 12 :  During the school year, if international students need to leave Wuhan for non-statutory holidays, they must apply for leave in advance and may leave the school only after approval.

Article 13 :  For international students participating in learning, scientific and technological competitions, cultural and sports competitions at or above the university level on behalf of the university, an official letter should be issued by the organizing unit to apply for leave from the cultivating unit and the International Education College where the international students are located.

Article 14 :  The university does not grant holidays for the holidays of the countries where international students are dispatched. If international students need to participate in activities at the Chinese embassy (consulate) in China, they must apply for leave at the International Education College with a letter from the embassy (consulate).

Article 15 :  International students must go through the approval procedures for leave according to regulations. Visiting students and language students apply for leave directly to the International Student Affairs Office. For degree students, those who apply for leave for one week or less are approved by the cultivating unit; those who apply for leave for more than one week are approved by the International Education College after being agreed by the supervisor and the cultivating unit. For international students applying for leave due to illness or injury, a valid hospital certificate is required, and the leave duration shall follow the doctor's advice.

Article 16 :  For international students who need to leave mainland China for research, internships, collecting thesis materials, participating in various activities related to their studies, or undertaking inter-university exchanges during their studies, they must apply for leave to the International Education College after obtaining the signatures of their teachers, supervisors, and the cultivating unit. The maximum duration for a single leave to leave China is one month. Those who exceed the approved leave duration must apply for an extension to their cultivating unit and the International Education College and complete the leave application procedures upon return for it to be effective.

Article 17 :  For international students who enjoy various scholarships and apply for leave to leave China, the scholarship payment during their absence from China shall be implemented in accordance with the relevant provisions of the scholarship management.

Article 18 :  On the first day after the expiration of their leave, international students must report their return to their cultivating unit and the International Education College. If an extension of leave is needed, the same procedures for leave application shall be followed.

Article 19 :  Generally, leave is not allowed during the examination period. In case of special circumstances, relevant procedures for deferred examination shall be handled in accordance with the regulations of the Academic Affairs Department and the Graduate School before applying for leave. Those who fail to take the examination without approval shall be treated as absent from the examination.

Article 20 :  The following situations shall be treated as truancy and shall be subject to criticism, education, or corresponding disciplinary actions in accordance with regulations:

(1)Being absent without applying for leave or without approval;

(2)Failing to apply for an extension or return after the expiration of the approved leave;

(3)Providing false or inaccurate reasons and supporting documents for leave.


Chapter IV   Handling of Absences and Truancy

Article 21 :  If international students are late or leave early without permission or without approval, the teacher has the right to treat it as truancy. For international students with a class absence rate exceeding one-third, the teacher may disqualify them from taking the exam for that course. For those with class absences but not exceeding one-third, the teacher may deduct their regular grades appropriately.

Article 22 :  If international students fail to register or sign in within the specified registration time at the beginning of the semester without applying for leave, or with leave unapproved, or if they exceed the two-week (including two weeks) period for registration or sign-in, it shall be deemed as abandoning their student status and shall be treated as voluntary withdrawal from the university.

Article 23 :  International students who leave China without permission or approval for more than two months or fail to participate in attendance punching for two consecutive months shall be treated as voluntary withdrawal from the university.

Article 24 :  For international students who do not participate in activities with attendance requirements without prior leave application, the duration of their absence shall be treated as truancy. For international students who leave the university without applying for leave or with leave unapproved, the duration of their absence shall be treated as truancy. For absences exceeding one day, each day shall be counted as 8 class hours, and for absences less than one day, the actual number of truant class hours shall be accumulated and calculated. International students are responsible for their own safety during their absence from the university.

Article 25 :  For international students who disregard attendance discipline and repeatedly skip classes, if they accumulate more than 12 class hours of unexcused absences in one semester, necessary disciplinary actions shall be taken in accordance with the following provisions:

(1)For those with 12-32 class hours of accumulated truancy, a warning shall be given;

(2)For those with 33-48 class hours of accumulated truancy, a serious warning shall be given;

(3)For those with 49-60 class hours of accumulated truancy, a demerit shall be recorded;

(4)For those with more than 60 class hours of accumulated truancy, they shall be placed on probation;

(5)International students who do not participate in teaching activities for two consecutive weeks without reason shall be withdrawn from the university, and those who refuse to go through the withdrawal procedures shall be expelled from the university.


Chapter V   Supplementary Provisions

Article 26 :  These Measures shall be implemented from the date of issuance, and the 'Measures for the Administration of Class Attendance, Leave Application, and Leave Cancellation for International Students at Zhongnan University of Economics and Law (Trial)' (ZNUFE Intl Ed No. [2018] 10) shall be simultaneously abolished.

Article 27 :  These Measures shall be interpreted by the International Education College of Zhongnan University of Economics and Law, with the Chinese text being the authoritative version. For matters not covered here, reference shall be made to the relevant administrative regulations for Chinese students.
